Can a Private Citizen Own an Armored Car in Israel?

You cannot simply armor your own car in Israel. What the Traffic Regulations require, what gets enforced, and a simpler way to travel protected.

In short: you cannot armor a private car in Israel without approval. The Traffic Regulations forbid changing a vehicle's structure without a written permit from the licensing authority, and according to the police, protection against gunfire also needs approval from the police and security bodies. If you need protected travel rather than a car of your own, the simpler route is a ride in an armored vehicle with a driver.

This article is general information, not legal advice. Anyone considering a purchase or an installation should check their own case with the authorities and a traffic lawyer.

What the Traffic Regulations say

Two regulations apply to any change to a vehicle's structure, and armoring is such a change.

  • Regulation 380(a) bars anyone from changing a vehicle's structure except under a written permit from the licensing authority.
  • Regulation 382 says that even with a permit, the vehicle may not be used until the change has been recorded in its license and the fee has been paid.

Attorney Asaf Varsha, interviewed by the Israeli site Auto, explained that regulation 380 covers the installation of ballistic armor layers, and that driving an armored vehicle that was not lawfully registered is a further offense under regulation 382.

Protection against gunfire: the police are involved too

Beyond the Traffic Regulations, a 2022 report by mako states that the law bars a civilian from installing protection against gunfire in a car without approval from the police and security bodies. In the same report, a senior police officer said there are clear rules on who may drive an armored car.

A 2025 overview by an Israeli traffic law firm paints a similar picture: a purchase is possible, but conditional. The conditions it lists include a real justification, such as a proven security threat or business activity that requires protection, a check for a criminal record, a technical inspection and yearly licensing. That is a private firm's summary, not official wording, so the exact conditions should be confirmed with the authorities.

What happens to a car armored without approval

This is not theoretical. According to Auto, dozens of armored vehicles have been confiscated in Israel since 2021. Many of them, the report says, were locally converted in a way that caused material damage to the vehicle's structure and safety systems.

There is a safety issue beyond the legal one. Armor adds hundreds of kilograms or more, and the vehicle has to be engineered to carry them. Our article on how armored vehicles are built covers what that takes: reinforced suspension, upgraded brakes and a recalculated center of gravity. Armor fitted without all of that can harm steering and braking.

What if you only need protection for a short period?

Many people need protection for a short period: a visit to Israel, a delegation, or a crew working in a sensitive area.

An armored vehicle also differs from a regular car behind the wheel. It is heavier, stops differently and behaves differently in turns, so a skilled driver is part of the protection. Read more in armored car with a driver.

The simpler way: armored transportation with a driver

In most cases, what a client needs is not ownership but protected travel from point to point. This is how it works with us:

  • You travel in an armored vehicle from our fleet: an armored SUV, an armored Mercedes Sprinter or an armored work truck.
  • The driver is security-cleared and a graduate of advanced tactical driving programs.
  • Every trip is subject to prior approval by the Israel Police, so it is best to contact us as early as you can.

Frequently asked questions

May a civilian armor their own car in Israel? Not without approval. A written permit from the licensing authority is required for the structural change and, according to mako's report, approval from the police and security bodies as well.

What if a car was armored but not registered? Regulation 382 bars using the vehicle before the change is recorded in its license. Armored vehicles used illegally have been seized and confiscated.

Can I travel in an armored vehicle without owning one? Yes. A ride with a driver is the direct way to do it, subject to prior approval by the Israel Police.
